Casino Fortuna, located inside Hotel Fortuna on the Macau peninsula, will close next month as part of the city’s transition toward full compliance with the amended 2022 Gaming Law. The closure was announced through an internal notice from Kou Seng Holdings, the venue’s promoter, which stated that all employment contracts will terminate on the same day. Compensation will be issued in accordance with Macau’s Labour Relations Law, with final payments expected by 26 December 2025.

The satellite casino sector has undergone a significant reshaping throughout 2025 as operators and promoters respond to a regulatory structure designed to phase out profit-sharing models. These arrangements previously allowed third-party property owners to operate casinos under the licences of major concessionaires, including SJM Resorts. Once Casino Fortuna shuts its doors, only Casino Landmark and Casino Kam Pek Paradise will remain under SJM’s licence.

The closure follows several high-profile shutdowns, such as Casa Real, Legend Palace and the scheduled end of operations at Casino Ponte 16 on 28 November 2025. Earlier this week, SJM Resorts confirmed it would not proceed with acquiring the property housing Ponte 16 after completing a detailed business review. The operator cited long-term planning, resource prioritisation and capital discipline as key factors in its decision.

Throughout the restructuring process, SJM Resorts has committed to retaining and reassigning staff directly employed by the company. Gaming tables and machines from closed satellite venues are being redeployed across SJM’s core properties to ensure operational continuity. Regulators have maintained close communication with casino operators and labour authorities to support worker transitions and protect customer entitlements such as unredeemed chips and deposits.

As Casino Fortuna prepares to close, Macau moves closer to completing its transition toward a casino market dominated by directly managed and regulator-aligned operations.
