Brazil is at a crossroads as lawmakers move to redefine the future of betting regulation.
Senator Humberto Costa has introduced bill PL 3,754/2025, a sweeping proposal to curb the rapid rise of online sports betting in Brazil. The bill seeks to increase the minimum gambling age to 21, impose a monthly betting cap equivalent to one minimum wage, and establish a centralized system using the CPF registry to prevent over-indebtedness.
In addition, the legislation introduces strict advertising restrictions, limiting betting promotions to late-night hours while banning sponsorship of cultural, sporting, and festive events. Costa describes the move as a necessary safeguard against what he calls a “social epidemic” of gambling addiction affecting Brazil’s youth.
If passed, this bill could significantly reshape the regulatory environment and set a precedent for other Latin American markets balancing economic growth with public health protection.
