India is preparing to enforce a new set of online gaming regulations from 1 October 2025, marking a pivotal moment for the country’s digital gaming sector. The Promotion and Regulation of Online Gaming Act, 2025, received presidential assent in August following parliamentary approval, setting the stage for a nationwide shift in how online gaming is governed.
The legislation primarily targets money-based online games, including both skill and chance-based platforms involving financial stakes. Operators, promoters, advertisers, and financial supporters of such games face legal consequences, whereas individual players are not penalised. In addition, the Act prohibits advertisements, banking support, and promotions linked to money-based gaming, reducing financial risk and visibility for these platforms.
At the same time, the government aims to encourage non-harmful digital gaming, including e-sports and social games. The law provides legal recognition to these segments, promoting skill-based competitions and digital entertainment in a safe and regulated environment.
Union Minister Ashwini Vaishnaw highlighted that the government engaged in multiple consultations with industry stakeholders, including gaming companies, financial institutions, and related organisations, to ensure the rules were practical and effective. While 1 October remains the target implementation date, the government has indicated that further consultations could adjust the timeline if refinements are needed.
This legislation comes amid growing concerns over the rapid expansion of money-based online gaming in India. By distinguishing between wagering-based and skill-based digital entertainment, the government aims to provide clarity for operators while safeguarding players and financial systems. The Act is expected to set a benchmark for online gaming regulation in India, fostering a safe, competitive, and innovative digital gaming ecosystem.
