New York Senator Calls for Swift Casino Licensing Decision

New York’s casino licensing process has taken a dramatic turn following MGM Resorts International’s decision to withdraw from its $2.3 billion Empire City Casino project in Yonkers. The move has prompted State Senator Joseph P. Addabbo Jr. to urge the Gaming Facility Location Board (GFLB) to accelerate the approval of downstate casino licences.

Addabbo, who chairs the Senate Committee on Racing, Gaming, and Wagering, warned that any additional delays could undermine economic growth and investor confidence in New York’s gaming expansion. He emphasised that the swift awarding of licences would not only safeguard thousands of potential jobs but also ensure consistent tax revenue for the state.

The withdrawal of MGM reduces the competition to three major contenders: Genting Group, proposing an expansion at Aqueduct Racetrack; Bally’s Corporation, aiming for a casino at the former Trump Golf Links; and the Hard Rock–Steve Cohen partnership, pursuing the ambitious $8 billion “Metropolitan Park” near Citi Field.

Each licence carries a $500 million fee and authorises full-scale casino operations, including slots, table games, and sports betting. The GFLB, under the leadership of former NYC Deputy Mayor Vicki Been, is set to release its final recommendations by December 2025. Construction is expected to begin in 2026, pending final approval from the New York State Gaming Commission.

Senator Addabbo’s call reflects growing pressure to keep the process on track and maintain New York’s position as a leading gaming hub. With billions in investment and thousands of jobs at stake, the coming months will be decisive for the state’s casino future.
