The Philippine Amusement and Gaming Corporation (PAGCOR) has officially introduced a new B2B iGaming Accreditation Framework, representing a significant evolution in its regulatory oversight. Effective from 2 October, this framework extends direct supervision to game developers, affiliates, aggregators, and support service providers, ensuring every participant in the iGaming supply chain meets stringent compliance and technical requirements.

Under the new regime, accreditation is mandatory for all entities providing gaming content, systems, or support services to PAGCOR-licensed operators. The accreditation is valid for two years and requires applicants to post a PHP 1 million Performance Cash Deposit per service category. Only SEC-registered firms with strong financial standing and good repute are eligible to apply. PAGCOR’s due diligence will include comprehensive probity checks on corporate officers and beneficial owners.

To encourage early adoption, applications submitted before 31 December 2025 will receive an initial three-year accreditation term. Foreign providers have until 31 March 2026 to comply, after which unaccredited content will be removed from all licensed platforms.

PAGCOR’s new framework mirrors regulatory trends seen in advanced jurisdictions like the UK, Malta, and Ontario, where B2B oversight forms a critical component of integrity assurance. By implementing this structure, PAGCOR strengthens its position as a transparent, responsible regulator and ensures that only credible, probability-cleared service providers operate within the Philippine gaming ecosystem.
