The government of Timor-Leste has approved a resolution revoking all online gambling and betting licences, halting the granting of new licences, and prohibiting any future issuances until regulatory reforms are introduced. This decisive action follows concerns raised by the United Nations Office on Drugs and Crime (UNODC) regarding emerging organised criminal networks in the Oecussi enclave. Recent investigations and raids uncovered illegal operations, resulting in the detention of more than 30 foreign workers suspected of participating in unauthorized gambling activities.

Industry experts have highlighted that certain operators were exploiting domestic licences to serve international markets, creating unfair competition and exposing Timor-Leste to regulatory risks. The temporary suspension ensures operators cease all activities while the government updates the legal framework to prevent misuse. This intervention demonstrates the seriousness with which Timor-Leste views the threats posed by digital criminal activity and aligns with recommendations to strengthen oversight.
