Boyd Gaming targets modern upgrade for Par A Dice Casino

Boyd Gaming has unveiled plans to replace its long-running Par A Dice riverboat casino in East Peoria, Illinois, with a new purpose-built facility designed to meet the state’s riverboat gaming requirements. The proposal would see the existing vessel retired in favour of a modern structure that allows the operator to remain at its current location.

Although the planned building will appear land-based, Boyd Gaming has structured the design to legally qualify as a riverboat casino under Illinois law. The project includes a water basin beneath the gaming floor that will be fed directly by the Illinois River, ensuring the casino continues to operate on state waters as required by regulation.

If approved, the new facility will be constructed adjacent to the existing Par A Dice Hotel. Plans include a 29,000-square-foot gaming area with slot machines and table games, alongside a 20,000-square-foot meeting and events space. Boyd Gaming has also proposed adding a steakhouse and a pub, expanding the site’s hospitality and entertainment offerings.

The proposal is closely tied to a long-standing agreement dating back to 1991. Under that arrangement, the casino licence would need to relocate if traditional land-based casinos were permitted in the region. By maintaining riverboat status, Boyd can avoid triggering relocation requirements and continue operating in East Peoria.

The redevelopment comes as the Par A Dice Casino has faced declining revenue over the past two decades. The ageing riverboat has struggled to compete with newer properties and evolving customer expectations. Boyd Gaming believes a modernised facility will improve operational efficiency and enhance the overall guest experience.

The proposal has been submitted to state and local authorities and will require regulatory approval before construction can begin.
