PAGCOR revenue down 5% in 2025 as Land-based Casinos Weaken
Philippine Amusement and Gaming Corporation (PAGCOR) has reported total revenues of Php106.03 billion for 2025, reflecting a 5.09% year-on-year decline as earnings from land-based casinos softened and offshore gaming was removed from its revenue base.
The results point to a structural shift in the Philippine gaming market, with players increasingly gravitating toward electronic and online gaming platforms.
Land-Based Casino Performance Softens
Total gaming revenues reached Php95.15 billion, down from Php97.53 billion in 2024. PAGCOR-operated casinos recorded an 18.12% decline to Php10.38 billion, while licensed casinos generated Php31.44 billion, down 4.93% year-on-year.
According to PAGCOR Chairman and CEO Alejandro H. Tengco, the decline reflects changing consumer preferences as players move away from traditional casino floors toward digital gaming channels.
Online and Electronic Gaming Take the Lead
Electronic and online gaming—including eGames, eBingo, and bingo grantees—generated Php53.33 billion, accounting for more than half of total gaming revenues. The segment grew 9.3% year-on-year, helping offset the weaker performance of land-based casinos.
The absence of offshore gaming also weighed on results, as the segment contributed nearly Php3 billion in revenues in 2024 but was no longer included in 2025 figures following regulatory changes.
Net Income and Government Contributions Increase
Despite the revenue decline, PAGCOR posted net income of Php17.47 billion, up 4.18% year-on-year, reflecting improved operational efficiency.
Total contributions to nation-building reached Php66.95 billion, supporting the National Treasury, sports development programs, socio-civic initiatives, and host communities.
Focus Shifts Toward Digital Regulation
As online gaming continues to expand, PAGCOR has reiterated its commitment to strengthening regulatory oversight, consumer protection, and responsible gaming measures. The 2025 results underline the regulator’s transition toward a more digitally driven gaming landscape while maintaining its role as a key contributor to national development.
