PAGCOR Sets Path to Stronger, Safer Gaming Sector

Philippine Amusement and Gaming Corporation (PAGCOR) Chairman and CEO Alejandro Tengco delivered a keynote address at G2E Asia @ the Philippines 2025 that outlined a significant transformation for the country’s gaming sector. He stressed the need for the Philippines to evolve from being merely a market of opportunity to becoming a trusted jurisdiction built on regulatory integrity. Tengco acknowledged the short-term disruptions resulting from ongoing reforms but emphasised that these adjustments are necessary to reinforce long-term stability and investor confidence.

Among the reforms announced are stronger financial safeguards, including the delinking of e-wallets from certain payment channels to improve traceability and mitigate illicit financial activity. PAGCOR has also prohibited the use of credit cards and cryptocurrencies for betting as part of broader efforts to tighten financial oversight. The agency has expanded its collaboration with key enforcement bodies, including the DICT, NTC, CICC, PNP, and NBI, to combat illegal online platforms and protect players.

Responsible gaming initiatives are being strengthened as well, with mandatory self-exclusion tools, betting limits, and expanded support services implemented across licensed operators. One of the most significant structural changes Tengco highlighted is PAGCOR’s plan to separate its regulatory and casino-operating functions a reform currently under review by the Governance Commission for GOCCs. Upgrades across Casino Filipino properties are also underway in preparation for a privatised future.

Tengco underscored that these reforms aim to build a gaming environment defined by transparency, safety, and global competitiveness. He concluded by calling on the industry to view regulators as partners in sustainable growth and to support a long-term vision of a responsible and resilient Philippine gaming market.
