Dutch Regulator Fines LeoVegas €500K Over Player Protection

LeoVegas has been fined €500,000 by the Netherlands Gambling Authority (KSA) for failing to adequately protect players, marking another significant enforcement action in the Dutch licensed gambling market.

The penalty follows an investigation into LeoVegas’ duty of care compliance between October 2023 and May 2024. Under Dutch regulations, licensed operators are required to actively protect players from excessive gambling and gambling-related harm. The KSA reviewed several player files and found breaches in every case examined, highlighting systemic shortcomings in the operator’s responsible gambling controls.

According to the regulator, LeoVegas failed to intervene promptly when players deposited and lost large sums of money within short timeframes. In one case, a player displaying clear signs of problematic gambling initially received only a pop-up warning, which the KSA said was easily dismissed and ineffective. The regulator concluded that the measures in place did not match the level of risk presented by the player behaviour observed.

KSA chairman Michel Groothuizen said that duty of care remains a core pillar of player protection, stressing that significant losses in a short period are a clear warning sign that requires immediate and decisive action. He added that the authority has intensified oversight and will continue taking firm measures where operators fall short.

The fine represents the latest example of the KSA’s increasingly assertive regulatory approach. The Dutch regulator has built a reputation for imposing substantial penalties relative to operator size, sending a clear signal to the market. As regulatory expectations continue to rise, operators active in the Netherlands face mounting pressure to strengthen monitoring systems, intervention protocols, and responsible gambling frameworks to remain compliant.
