Michigan Gaming Control Board Warns 45 Illegal Offshore Casino and Betting Sites to Stop Services
The Michigan Gaming Control Board (MGCB) has issued cease-and-desist orders to 45 offshore gambling operators found to be offering online casino games and sports betting to residents in the state without the required licenses.
The enforcement action follows a four-month investigation during which regulators identified a number of offshore platforms accepting wagers from players located in Michigan despite not being authorised to operate in the jurisdiction. Under Michigan law, any company offering internet gaming or sports wagering to individuals within the state must obtain approval from the MGCB.
The regulator has now directed the operators to immediately halt gambling services targeting Michigan players.
MGCB Executive Director Henry Williams said the action reflects the authority’s commitment to protecting consumers and maintaining the integrity of the state’s regulated online gaming market.
Crackdown Targets Offshore Platforms Serving US Players
According to investigators, several offshore gambling sites were actively promoting casino-style gaming and sports wagering services to Michigan residents without holding a state licence.
Among the platforms identified during the investigation were BetOnline.ag, SportsBetting.ag, Americas Card Room, 3Dice.com and SlotBunnyCasino, along with a number of other operators based outside US regulatory oversight.
The regulator said the enforcement action is intended to prevent unlicensed operators from accessing the Michigan market and to reinforce the state’s regulatory framework for legal online gambling.
For licensed operators, enforcement measures of this type are also seen as important for maintaining a level playing field. Offshore platforms that operate outside the regulatory system are not subject to the same compliance costs, licensing requirements or oversight as authorised operators.
Risks Associated With Unregulated Gambling Sites
The MGCB warned that offshore gambling platforms operate outside Michigan’s regulatory safeguards and therefore do not provide the same consumer protections required of licensed operators.
As a result, players who use these sites may face risks including unfair or manipulated games, delayed or withheld withdrawals, and the potential misuse of personal or financial information.
Because these platforms are based in offshore jurisdictions, players who encounter problems may also have limited legal options for resolving disputes or recovering funds.
Regulators say these risks highlight the importance of using licensed and regulated gambling platforms when participating in online gaming or sports wagering.
Licensed Operators Must Meet Strict Compliance Standards
By comparison, operators approved to offer online gaming services in Michigan must comply with a comprehensive set of regulatory requirements. These include background investigations, technical system testing, responsible gaming safeguards, financial controls, and ongoing monitoring by the MGCB. Licensed operators must also meet strict rules designed to ensure fair gaming practices and protect player funds.
Michigan’s online gaming market is regulated under the Lawful Internet Gaming Act and the Lawful Sports Betting Act, which require any company offering online casino or sports betting services to residents in the state to hold a valid licence. Recently, the Michigan Gaming Control Board also approved FanDuel to launch multi-state online poker in the state, highlighting the regulator’s continued oversight of licensed operators.
Additional Enforcement Measures Possible
The MGCB has warned that operators who fail to comply with the cease-and-desist orders may face further enforcement action, including potential civil or criminal penalties under Michigan law.The regulator also encourages players to verify whether an online gambling platform is licensed before creating accounts or depositing funds, emphasising that regulated operators are required to follow strict consumer protection standards.
