The Netherlands Gambling Authority (KSA) has ruled that Unibet operator Optdeck faces a €75,000 weekly penalty for any future violations of Dutch betting regulations, with a cap of €450,000. This follows repeated breaches between 2022 and 2025, including over 125,000 bets placed on under-21 matches and prohibited markets such as corner kicks and yellow cards.

The regulator stressed that these bets pose a heightened risk of match-fixing and are explicitly banned under Dutch law. Despite Unibet’s corrective steps and monitoring improvements, the KSA concluded that the measures lacked coherence and failed to demonstrate structural enforcement.

The penalty order remains in place until August 2028, reflecting the regulator’s continued concerns about recurrence. This case reinforces the KSA’s firm stance on safeguarding sports integrity and maintaining strict oversight of operators.
