MGM Empire City has made history as the first casino applicant in downstate New York to secure unanimous approval from its community advisory committee (CAC), clearing a critical local hurdle for a full commercial casino licence. The 5-0 vote reflects strong community and regulatory confidence in the Yonkers-based property, which has operated as a video lottery terminal facility since 2006. The approval comes after three previous bids were rejected by their respective local committees, marking a significant milestone for MGM’s licensing journey.
The committee’s decision considered MGM’s existing facility, long-standing community contributions, and the competitive necessity of securing a full licence to survive if additional commercial casinos open nearby. MGM’s submission included a series of amendments covering infrastructure improvements, safety measures, minimum city revenue guarantees, and reimbursement for construction costs, all of which were unanimously accepted—a first among New York casino bids.
Following CAC approval, MGM must now pay a $1 million application fee and advance to the Gaming Facility Location Board (GFLB) for state-level review. The GFLB will assess the project based on four weighted categories: economic activity and business development, local impact siting, workforce enhancement, and diversity framework. CEO Bill Hornbuckle has indicated that MGM intends to meet existing VLT tax rates while maintaining horse racing purse commitments, reinforcing the property’s long-term viability.
This approval positions MGM Empire City as a leading contender in New York’s competitive casino licensing process. The decision not only strengthens the property’s local and state standing but also sets a precedent for other applicants seeking to navigate the complex CAC and GFLB approval stages.
