Africa moves toward Unified and Stronger Gaming Regulation
Across the continent, regulatory bodies are placing increasing emphasis on harmonised standards and collaborative oversight. Supported by the African Gaming Regulators Association (AGRA), regulators are aligning their efforts to address long-standing challenges, including illegal gambling, money laundering, and insufficient consumer protection. This shift marks a move away from fragmented policy approaches that historically created inconsistencies across markets.
Kenya has taken a leading role with the enactment of the Gambling Control Act 2025, a decisive overhaul of the country’s 1966 legislation. The updated framework introduces default three-year licences, offering operators greater predictability and enabling long-term investment in infrastructure, compliance systems, and responsible gaming solutions. The Gambling Regulatory Authority describes the reform as a milestone that enhances governance, oversight, and revenue traceability.
In South Africa, regulatory innovation is emerging at both provincial and national levels. The Western Cape continues to demonstrate stability and market leadership, contributing the largest share of online gaming revenues. Its “licence on demand” model supports digital-first betting businesses, reinforcing its competitive position. Meanwhile, the National Gambling Board is intensifying consumer protection measures by restricting gambling advertising and tightening controls on offshore operators. This includes cooperation with communication authorities to reduce access to unlicensed platforms.
Beyond individual markets, collaboration is becoming a defining theme. The African Lotteries and Gaming Association recently convened officials from 23 nations to discuss shared regulatory objectives and long-term sector sustainability. Together, these developments illustrate a continent-wide commitment to structured growth, enhanced compliance, and responsible industry evolution.
As Africa’s gaming market expands, its strengthened regulatory direction signals a future built on clarity, credibility, and balanced progress.
