Italy Invests €28M to Advance Digital Gaming Oversight

The Italian Customs and Monopolies Agency (ADM) has updated its Multi-year Investment Plan for 2025–2027, dedicating €28 million to the digital modernisation and regulatory advancement of the country’s gaming ecosystem. This allocation represents a significant portion of the broader €500 million transformation strategy, underscoring the central role gaming plays in Italy’s technological and organisational evolution. The investment prioritises enhanced monitoring tools, upgraded concession processes and complete digital integration across online and land-based gaming channels.

A substantial part of the funds supports the technological refresh of systems tied to upcoming concession tenders, including amusement machines, lotteries, numerical games, bingo and sports betting. ADM aims to fully digitalise concession workflows to achieve higher transparency, operational efficiency and data traceability. Additionally, the plan includes the development of advanced platforms to streamline administrative activities, minimise duplication and improve system interoperability.

The strategy extends to the complete digitisation of sports, horse racing, virtual and skill-based games, enabling unified oversight across channels that continue to converge. This integration will enhance real-time monitoring, improve verification procedures and strengthen the overall integrity of betting flows.

ADM is also reinforcing its supervisory functions through upgrades to the Information Control System and the Verification Organisms infrastructure, allowing for faster inspections, automated anomaly detection and more accurate reporting. These improvements are designed to safeguard a sector with high economic relevance and evolving regulatory demands.

With this €28 million investment, ADM is laying the foundation for a more secure, efficient and future-ready gaming regulatory model. The plan positions Italy at the forefront of digital public governance in gaming, preparing the market for upcoming challenges and opportunities within the regulated ecosystem
