Ilitch Companies Launches Ilitch Gaming as Chris Ilitch, John Policicchio and Bruce Dall Build a Multi-Property Gaming Portfolio
The family behind Little Caesars is reshaping how its gaming business is run, and the move tells you something about where mid-market US casino operators think the growth is.
Ilitch Companies has set up Ilitch Gaming, a single operating platform that will run its gaming, hospitality, and entertainment arms while guiding where the business expands next. MotorCity Casino Hotel, Ocean Casino Resort, and Scarlet Pearl Casino Resort will sit at the centre of the portfolio. The operation of Ilitch Gaming remains subject to regulatory approvals.
What Ilitch Gaming Actually Is
This is a structural decision, not just a branding exercise. The new entity pulls the organisation’s gaming-related businesses under one roof and gives them a dedicated leadership team to back further growth.
At the top sits Chris Ilitch, CEO of Ilitch Companies, who takes the Chairperson role at Ilitch Gaming. Bruce Dall takes the Vice Chairperson role, and John Policicchio will act as Chief Executive Officer and Chief Development Officer. The platform builds on the legacy of Marian Ilitch, co-founder of Little Caesars alongside her late husband Mike, who helped shape commercial gaming in Detroit through her ownership of MotorCity Casino Hotel.
Chris Ilitch tied the new chapter directly to that history. He pointed to his mother’s vision for MotorCity and nearly three decades of success in Detroit as the inspiration for the platform, and framed the formation as a defining step in the evolution of the company’s gaming and hospitality business, with a stated commitment to guest experience, responsible gaming, and serving as a positive economic force in its communities.
The Two Casino Acquisitions Driving Expansion
Alongside the launch, Ilitch Companies confirmed agreements to acquire Scarlet Pearl Casino Resort in D’Iberville, Mississippi, and the remaining ownership interest in Ocean Casino Resort in Atlantic City, New Jersey. Both deals remain subject to regulatory approvals and customary closing conditions.
The Ocean move closes out a position the company has held for years. Since taking a 50% interest in 2021, Ilitch has worked with the property’s leadership and staff on capital investment, operational improvements, and growth. Buying the rest gives it full control of an Atlantic City asset it already knows well.
Scarlet Pearl is the genuinely new piece. It pushes the platform into a third gaming market and adds a property Policicchio described as having built something special over the past decade, with a loyal customer base across the Gulf Coast. LuAnn Pappas, CEO of Scarlet Pearl, said she believes Ilitch Gaming shares the resort’s focus on hospitality, service, and community.
Why This Matters for US Casino Operators
For operators watching consolidation in the regional US market, the signal is clear. A privately held, well-capitalised family business is moving from single-market dominance in Detroit into a multi-state portfolio play across the Midwest, the East Coast, and the Gulf Coast. That is three distinct regulatory environments and three different customer profiles under one operating banner.
Policicchio set out the approach plainly: support strong teams, deliver guest experiences, invest in communities, and grow the business responsibly over time. No financial terms were disclosed for either transaction.

Future Outlook for the Ilitch Gaming Portfolio
The framing of Ilitch Gaming as a platform “to support future growth initiatives” is the part worth tracking. Companies do not build dedicated holding structures and appoint a Chief Development Officer for a static three-property estate. The language points to more acquisitions ahead once the current deals are clear.
Until approvals come through and the transactions complete, each property continues operating as usual. The next real test is regulatory: how quickly Mississippi and New Jersey sign off, and whether the Detroit operator can carry its near-three-decade track record into markets where it is the newcomer.
