PENN Entertainment will open its new Hollywood Casino Aurora property on 24 June, marking its second major land-based development in the Chicago market within 12 months and reinforcing its shift away from legacy riverboat assets.
The $360m project relocates operations from PENN’s existing Fox River site to a purpose-built, land-based facility positioned adjacent to the Chicago Premium Outlets. The move aligns with broader regulatory and commercial trends in Illinois, where operators are migrating to higher-throughput, destination-led formats.
The new property will feature approximately 1,200 gaming positions alongside a 226-room hotel, retail sportsbook, event space and a cluster of third-party dining concepts. The inclusion of a retail sportsbook also reflects PENN’s continued reliance on third-party technology partnerships as it transitions toward greater in-house control. While standard for new US regional builds, the mix signals a continued emphasis on non-gaming revenue diversification-now a core lever in saturated Midwest markets.
Market impact: repositioning in a crowded Chicago corridor
Aurora sits within one of the most competitive regional casino markets in the US, with operators including Rivers Casino Des Plaines and the forthcoming Bally’s Chicago development competing for the same customer base.
PENN’s strategy is less about incremental supply and more about asset repositioning:

The project is being partially funded through Gaming and Leisure Properties, which will provide $225m at a 7.75% cap rate.
That cost of capital is notable. While consistent with current REIT financing norms, it places pressure on the asset to deliver strong EBITDA margins post-opening. The additional $50m contribution from the City of Aurora-$21m still pending-helps offset upfront exposure but does not materially change the return profile.
For operators, the key question is whether non-gaming mix and improved throughput can justify the financing cost in a market with limited organic growth.
Portfolio strategy: retail still central despite digital push
The Aurora opening follows PENN’s 2025 launch in Joliet and underscores a clear operational stance: retail remains the primary acquisition and monetisation engine, even as the company continues to refine its digital focus and iCasino-led strategy following recent organisational changes.
With more than 33 million loyalty members, PENN’s opportunity lies in:

The Aurora property is expected to employ around 700 staff, nearly doubling PENN’s local workforce. Operationally, the transition from the existing site will require coordination with the Illinois Gaming Board as the company phases out riverboat operations.
