PAGCOR Enforces Stricter Rules for Safer Online Gaming

The Philippine iGaming sector is undergoing a major regulatory shift as PAGCOR intensifies compliance requirements to reinforce safety, transparency, and long-term industry integrity.

The Philippine Amusement and Gaming Corporation (PAGCOR) has pushed forward a stricter regulatory framework for E-Games and E-Bingo operators, marking what Chairman and CEO Alejandro Tengco described as a difficult but necessary transition. Speaking at an AILGAO gathering in Muntinlupa City, Tengco noted that new compliance measures—including the mandatory de-linking of e-wallets from online gaming platforms—aim to protect vulnerable players and strengthen the credibility of licensed operators. He acknowledged that while these reforms caused a temporary dip in gross gaming revenue during August and September, the industry still recorded 17.4% year-on-year growth in the third quarter of 2025.

Tengco emphasized that the policy adjustments are not obstacles but essential safeguards for a sustainable ecosystem. He warned, however, that illegal platforms continue to expand without paying taxes or implementing player protection protocols. Such operators expose players to fraud and data theft, while undermining the reputation of the legitimate sector. PAGCOR is urging licensed stakeholders to maintain strong compliance and support enforcement efforts against unauthorized activity.

During the event, Tengco received the “Gaming Exemplary Leadership Award” from AILGAO, recognizing his role in steering the industry toward responsibility and stability. AILGAO President Rafael Tabora reiterated the group’s support, stating that the reforms enhance legitimacy and promote safer gaming environments.

Overall, PAGCOR’s intensified regulatory approach reflects a broader move toward a more responsible and transparent iGaming landscape in the Philippines. As operators adapt to the new standards, the sector is positioned to achieve more secure, sustainable growth while upholding integrity across all levels of the industry.
