Rhode Island May Open Doors to Multiple Sportsbooks
The Rhode Island Lottery has received feedback from eight major gambling companies, Bally’s, DraftKings, FanDuel, BetMGM, Fanatics, Kambi, OpenBet, and IGT regarding the potential of introducing more sportsbook operators to the state. This consultation is expected to inform a forthcoming request for proposals (RFP) that could be issued later this month.
Currently, Rhode Island operates under a single-provider model through IGT, whose contract runs until November 2026. However, growing pressure from neighboring states with competitive frameworks has prompted renewed debate. Massachusetts and Connecticut, both of which support multiple sportsbook operators, generated over $11 million and $13 million in taxable revenue respectively in August 2025, compared to Rhode Island’s $3 million.
Earlier this year, Senate Majority Leader Frank Ciccone proposed legislation to authorise three to five additional vendors by 2026. Although the bill passed the Senate, it stalled in the House. Industry insiders believe that expanding market access could enhance revenue, foster innovation, and attract new users.
A University of New Hampshire survey revealed that Rhode Island trails in betting participation, with only 15% of respondents reporting regular activity, compared to 18% in Massachusetts and 17% in Connecticut.
The combination of lower engagement and slower revenue growth highlights the need for reform. Should Rhode Island proceed with market expansion, it could align its regulatory framework with the competitive and revenue-rich models flourishing across New England.
