Brazil’s Secretariat of Prizes and Betting of the Ministry of Finance (SPA-MF) has published new regulations aimed at enhancing player protection and promoting responsible gambling. Under Ordinance No. 2,579 and Normative Instruction No. 31, the country will introduce a centralised self-exclusion register and mandatory player limits before the end of 2025.

The new system allows players to voluntarily suspend their participation in betting activities either with specific operators or across all licensed platforms in Brazil. This dual approach provides greater flexibility and control for players seeking to manage their gambling habits. Developed by the Federal Data Processing Service (Serpro) under SPA supervision, the platform is part of Brazil’s broader 2025–2026 Regulatory Agenda.

Operators will be required to integrate with the centralised system within 30 days to verify exclusion status and refund balances from restricted accounts. They must also implement technical mechanisms for betting time and expenditure limits within 90 days. These updates are designed to reduce problem gambling and ensure fair play in the country’s emerging iGaming sector.

SPA Secretary Regis Dudena emphasised that the reforms reflect Brazil’s ongoing commitment to balancing player protection with industry growth. Supported by multiple ministries, including Health, Sports, and Social Communication, this initiative positions Brazil as a regional leader in responsible betting governance.
