The General Commercial Gaming Regulatory Authority has appointed Dr Ahmad Hesham as General Counsel and Board Secretary. He brings more than 25 years of international legal, regulatory, and public policy experience advising governments, regulators, and public institutions across multiple jurisdictions.

Before joining the GCGRA, Dr Hesham served as General Counsel and Senior Legal Advisor to the UAE Federal Government, where he played a leading role in reforms including the UAE Labour Law, the Domestic Workers Law, the Unemployment Insurance Scheme, and the Higher Education Law. He has also served as a sitting Judge and Vice President of the Supreme Administrative Court, and holds a PhD and two Master’s degrees in law.

The GCGRA describes the appointment as part of building a robust and internationally respected regulatory framework for commercial gaming in the UAE. Operators watching the market should read that as a signal about the standard of legislative drafting to expect.

Simon Cox has been appointed independent non-executive Chair of the British Horseracing Authority, taking up the role on 1 October 2026 on an initial three-year term.

Cox is an owner-breeder with more than 15 years in the sport, four horses currently in training, and 10 broodmares at Shade Oak Stud. He has served on the Thoroughbred Breeders’ Association board since November 2021 and chairs the BHA’s Jump Pattern Committee. He is a former Professional Jockeys Association board member and sits on the industry’s High Quality Horse group.

His commercial record is the substantial part. A master brewer by profession, Cox spent over three decades in the international beer and beverage industry, becoming European president and CEO of Molson Coors in 2014, a role later expanded to Africa, the Middle East, and Asia Pacific, covering a business with circa £2 billion turnover and 6,500 employees. He led multi-billion-pound acquisitions and holds board experience with the Portman Group, the British Beer and Pub Association, and The Brewers of Europe, including involvement in the campaign to abolish the beer duty escalator in 2013.

Cox said: “It’s no secret that we face significant challenges and my focus will be on ensuring racing works together to address these, with a particular emphasis on growing participation in the sport, our customer base and critically our income streams.”

Nominations Committee Chair Kyrsten Halley described him as a first-class candidate through a highly competitive process. Interim Chair David Jones pointed to his collaborative leadership approach alongside a steely determination.

Ahead of joining, Cox will resign from his TBA trustee role, his BHA Jump Pattern Committee chairmanship, and his High Quality Horse group membership.
