The Prairie Island Indian Community Tribal Council has appointed Mike Heavner as general manager of Treasure Island Resort & Casino. Heavner has spent more than 25 years at the Welch, Minnesota property, rising from assistant controller of gaming to the top operational seat. He had already been running the casino on an interim basis since March 2025. This move makes it permanent.

From Assistant Controller to Treasure Island’s Top Job in 25 Years

The path is unusually linear for a casino GM. Heavner joined Treasure Island in 2001 as assistant controller of gaming. In 2008 he was promoted to director of finance, and he held that role for 18 years, overseeing the property’s financial operations. Along the way he stepped into the interim general manager position on multiple occasions, most recently from March 2025 through to this appointment.

Before Treasure Island, he started in the casino business at Primm Valley Resort & Casino outside Las Vegas, then worked in a range of finance roles at MGM Resorts. So the finance background isn’t incidental. It’s the spine of his entire career in the sector.

Heavner also led the property through the operational disruption of the pandemic, according to the release.

Heavner framed his own appointment around the workforce. “Treasure Island has been an important part of my life and career for the past 25 years, and I am honored to serve our team members, guests and the Prairie Island Indian Community members as general manager,” he said, adding that he looked forward to building on the property’s foundation and continuing to make it the top resort destination and employer in the region.
