Two platforms, TrueWin and Dream Island, have emerged in the United Arab Emirates offering a full suite of online casino and sports betting products, raising questions about the legal status of their activities. Reports indicate that both websites provide live dealer tables, poker, roulette, slot games and a sportsbook covering major sports including football, cricket, tennis and basketball. Their launch comes at a time when the UAE has not introduced regulations for online gambling, and the General Commercial Gaming Regulatory Authority (GCGRA) has not confirmed any approvals for such operations.

TrueWin and Dream Island were established before the creation of the GCGRA in 2023, with domain registrations dating back to 2023 and 2020 respectively. Despite their longevity, neither platform displays licensing information linked to the UAE regulator, and there is no public record of authorised online casino or sports betting licences issued in the country. Currently, the only officially sanctioned form of gaming in the UAE remains the national lottery.

Industry observers describe the situation as a growing regulatory grey area. While the UAE has shown interest in exploring the potential for a regulated gaming sector, no legislation has been passed to permit online wagering or establish compliance requirements for operators. The presence of active platforms in a legally undefined space highlights increasing commercial interest in the region and brings renewed attention to the need for clear regulatory direction.

For operators, the development underscores the importance of monitoring the UAE’s regulatory trajectory as the market evolves. Until formal legislation and licensing procedures are introduced, the UAE remains a closed market from a regulatory perspective, and online gambling operations remain unapproved.
