PAGCOR sets minimum guaranteed fees for GSAs from April 2026

The Philippine Amusement and Gaming Corporation has announced that all accredited gaming system administrators will be required to pay a minimum guaranteed fee per month starting April 1, 2026. The policy applies to GSAs both with and without electronic casino games and was approved at a PAGCOR board meeting held on December 4.

According to a memo issued by PAGCOR’s Electronic Gaming Licensing Department, the reform is intended to address gaps in the current fee structure and promote fairness, accountability, and fiscal responsibility across the regulated gaming sector. Regulators described the introduction of a minimum monthly fee as a necessary step to ensure that all GSAs contribute equitably to national revenue and maintain transparent operations.

The new fee regime will be implemented in two tranches. From April 1 to September 30, 2026, GSAs with electronic casino games will be required to pay a monthly minimum guaranteed fee of PHP9 million if their gross gaming revenue reaches at least PHP30 million. GSAs without electronic casino games will pay PHP3 million if their monthly GGR reaches PHP15 million.

From October 1, 2026, the thresholds and fees will increase. GSAs with electronic casino games must pay a monthly minimum of PHP10.5 million if their GGR reaches PHP35 million, while those without electronic casino games will pay PHP4 million if monthly GGR reaches PHP20 million.

As of December 4, PAGCOR reported a total of 65 accredited GSAs, including major land-based casino operators offering electronic gaming. The regulator said the revised framework reinforces the government’s commitment to a sustainable, accountable, and integrity-driven gaming industry in the Philippines.
