The Victorian Gambling and Casino Control Commission (VGCCC) has released its 2025–26 Annual Plan, outlining a strategic roadmap to minimise gambling harm, enhance accountability, and strengthen regulatory transparency across Victoria. Now in its fourth year as an independent regulator, the VGCCC is driving change that prioritises fairness, community wellbeing, and integrity in gambling operations.
Under CEO Suzy Neilan’s leadership, the Commission has committed to an intelligence-led, data-driven approach to regulation. The 2025–26 plan focuses on prevention and accountability, aiming to detect risky behaviour early, protect minors, and stop criminal exploitation through closer collaboration with law enforcement.
A key feature of the plan includes the rollout of a five-year public awareness campaign and continued support for mandatory carded play and pre-commitment systems, ensuring players maintain control over their gambling. The VGCCC is also investing in modernising its digital infrastructure to improve efficiency, reduce administrative burden, and enhance compliance outcomes.
The Commission’s broader objectives stem from recommendations following the Royal Commission into the Casino Operator and Licence. These reforms reinforce VGCCC’s role in ensuring that operators like Crown and Tabcorp uphold responsible gaming standards and maintain their social licence to operate.
With a renewed focus on smarter regulation, technology integration, and community engagement, the VGCCC’s 2025–26 plan marks a decisive step forward for responsible gambling in Australia.
