BetGuard Launches Ontario’s First iGaming Exclusion Tool | iGaming News Today

iGaming Ontario has launched BetGuard, a centralized self-exclusion platform designed to allow players to block access to all regulated online gambling operators in the province through a single registration process.

The system officially became available on 14 May and applies across Ontario’s regulated iGaming market, including online platforms operated by the Ontario Lottery and Gaming Corporation. Eligible users aged 19 and over can choose exclusion periods ranging from six months to five years or create customized terms depending on individual requirements.

The rollout represents a major expansion of Ontario’s responsible gaming infrastructure and establishes one of the most comprehensive centralized self-exclusion systems currently operating within the North American online gambling sector.

Unlike traditional self-exclusion programs managed independently by operators, BetGuard is designed to function across Ontario’s entire regulated ecosystem. Once enrolled, users will be blocked from accessing existing gambling accounts, opening new accounts with licensed operators or receiving direct marketing communications from participating brands.

Operators Face Expanded Compliance and Enforcement Requirements

The introduction of BetGuard creates new operational and compliance obligations for licensed operators active in Ontario’s competitive iGaming market.

Companies will now be required to maintain more sophisticated customer identity verification processes while ensuring exclusion lists are consistently enforced across multiple brands and platforms. The framework also places additional pressure on operators to strengthen CRM suppression systems to prevent excluded users from receiving promotional communications.

The launch is expected to increase technical integration demands for platform providers, compliance vendors and customer database management systems operating within Ontario’s fragmented multi-operator environment.

Ontario’s regulated market has expanded rapidly since the province opened its competitive online gambling framework in 2022. More than 75 regulated gaming sites are now active in the province, creating a highly competitive ecosystem where regulators have increasingly emphasized player protection standards as a key differentiator from offshore operators.

Centralized exclusion systems are also becoming strategically important from a regulatory perspective as governments and policymakers intensify scrutiny around online gambling advertising volumes, affordability concerns and broader market sustainability.

Ontario Positions Regulated Market Against Offshore Competition

Ontario regulators have consistently framed responsible gaming infrastructure as central to maintaining the long-term credibility of the province’s regulated market.

By introducing a province-wide exclusion mechanism, policymakers are attempting to reinforce the distinction between licensed operators and offshore gambling platforms that operate outside Ontario’s consumer protection standards.

Joseph Hillier said the objective behind BetGuard was to provide players with a single process for stepping away from the regulated gambling market entirely, rather than forcing users to manage separate exclusion requests with individual operators.

The initiative was developed with input from regulators, responsible gaming organizations and licensed operators as part of broader efforts to strengthen consumer protection standards alongside ongoing market growth.

Industry observers are likely to view the rollout as a potential benchmark for future responsible gaming policy development in other Canadian provinces, particularly as regulators continue evaluating the balance between commercial growth and player protection obligations.

Responsible Gaming Spending and Market Growth Continue to Rise

Ontario’s regulated iGaming market generated approximately C$262m in revenue for the province during the 2024 – 25 fiscal year, according to figures published by iGaming Ontario.

The provincial government has also stated that more than C$421m has been invested since 2018 into responsible gambling education, research and support initiatives.

Public support for the BetGuard rollout was backed by the Responsible Gambling Council, ConnexOntario and the Canadian Gaming Association, all of which described centralized self-exclusion as an important component of Ontario’s broader responsible gaming strategy.

The launch further signals that responsible gaming infrastructure is becoming an increasingly important competitive and regulatory consideration within North America’s evolving online gambling sector, particularly as jurisdictions seek stronger oversight mechanisms capable of operating across multi-operator digital markets.
