PAGCOR Launches 24/7 National Problem Gambling Helpline in Philippines
PAGCOR has launched a new 24/7 National Problem Gambling Helpline in the Philippines, giving people struggling with gambling-related issues access to round-the-clock support for the first time.
The hotline was introduced on May 26 together with Seagulls Flock Organization Inc. (SFO), a group focused on counseling and behavioral support services. According to PAGCOR, the service is open not only to gamblers seeking help, but also to family members affected by gambling problems at home.

The launch adds another piece to PAGCOR’s ongoing effort to strengthen regulation and industry standards across the Philippine gaming sector. Earlier this year, the regulator also retained its ISO 9001:2015 certification for the fourth consecutive cycle after completing a recertification audit.
New Hotline Offers Counseling and Referrals
PAGCOR said the helpline will connect callers directly with trained counselors who can provide emotional support, crisis response assistance, and referrals for treatment or rehabilitation when needed.
The service will run continuously through rotating shifts handled by para-counselors and mental health professionals.
During the launch, PAGCOR Chairman and CEO Alejandro H. Tengco said the agency wanted to ensure the gaming industry remains “humane and accountable,” while recognising that gambling can create serious personal and financial problems for some individuals.
While responsible gaming campaigns are not new, a dedicated 24-hour support hotline is still relatively uncommon across many Asian gaming markets.
That is one reason the launch stands out. Regulators across the region are facing increasing pressure to show stronger player protection measures as online gaming activity continues growing.
Industry Focus on Player Protection Continues to Grow
Over the last few years, responsible gaming has moved much closer to the center of regulatory discussions globally.
In more mature markets, operators are already dealing with stricter rules around affordability checks, behavioural monitoring, advertising standards, and intervention policies. Asian regulators have generally moved at a slower pace, but expectations are clearly starting to shift.
For PAGCOR, the new helpline appears to be part of a wider effort to show the Philippine market is evolving beyond basic licensing and enforcement.
The regulator has also been tightening technical oversight tied to the online gaming sector.
Earlier this year, Gaming Laboratories International (GLI) became the first independent testing laboratory accredited by PAGCOR to certify iGaming systems in the country.
That move introduced a more formal certification process for suppliers and gaming technology entering the Philippine market, giving PAGCOR additional oversight across the supply chain.

More Pressure on Operators
For operators, developments like these usually mean compliance expectations will continue increasing.
In many regulated markets, responsible gaming is no longer treated as a secondary requirement. Regulators now expect operators to invest more heavily in player monitoring systems, staff training, and tools designed to identify harmful gambling patterns earlier.
The Philippine gaming industry continues attracting attention from operators and suppliers because of its growth potential, especially online. At the same time, regulators are under pressure to show the market can expand responsibly without ignoring gambling-related harm.
PAGCOR’s new helpline may not change the market overnight, but it does show the regulator is starting to place more visible attention on player welfare alongside commercial growth.
As the Philippine gaming sector continues developing, responsible gaming measures are likely to become a much bigger part of the conversation moving forward.
